To add to what @Rich_Laue asked, if you've not set up your tracker, make sure to do so by using the same app. For this tap on the upper left corner to go to the menu and here tap where it says "Set up a new device". Follow the on-screen instructions and after that your tracker should connect to the app without any problem.
If it's that your tracker is not syncing try to restart your tracker again by pressing and holding the left and lower right buttons for 10-12 seconds and this will make your tracker to reboot and you can try to get it to sync after that.

@ianred when you say "you connected it to the laptop", is this a win 10 laptop running the Win 10 Fitbit app? Did you try to connect through a Fitbit BT dongle, the laptops built in BT, or through the charging chord with the Blaze connected directly to a USB port.
