Hi there @Felicityboo my first thoughts would be what version of Android is on the phone? It might be the version of the OS won't run the latter app.
What version of Fitbit is loaded? Mine says 2.22. Sometimes I've run into this and had to delete the app before I could get the latest. This is what I suggest to try.

Welcome to the Community @Felicityboo. I would like to know if you were able to paired your Blaze? If you weren't, I recommend Restarting your tracker and after the restart process try the Setup Procedure one more time.

I am having the same issue. I have the Samsung s3 with OS 4.1. I have uninstalled and reinstalled the app and also restarted the fitbit blaze. I have updated my phone and it says it is currently up to date and the app is not the current version that my wife's phone has. I paried my fitbit with my wife's phone and it worked but she has the samsung S5. Is there a known issue with the blaze not paring with the phone if the fitbit app is older than the 2.36?

Your Android version is too old. So you don't get the latest version of the Fitbit app. I had the same problem with my S4 mini and Android 4.2.2. It stuck on Fitbit 2.17 as far as I remember, the version from December 2015. My Charge HR worked with that old version. I don't know if the Blaze requires a special version. Several months ago I updated my phone to 4.4.2. Now I get the updates for the Fitbit app. How long I will get them for this old Android version, I don't know. I just had a look at Sammobile.com. You should be able to update your phone to Android 4.3.
