According to the manual, to use the connected GPS feature you need to:

"1. If you’re going to use connected GPS with an Android device, make sure you’ve enabled call, text, or calendar notifications.

2. If you’re going to use connected GPS, make sure Bluetooth and GPS are both enabled on your phone."

This is from page 15 of the manual: https://staticcs.fitbit.com/content/assets/help/manuals/manual_blaze_en_US.pdf

What issue are you seeing when you don't have wifi enabled?

that's not a Blaze problem.

it's a smartphone problem.

but GPS is not related to wifi.

I just tried turning off both WiFi and cellular data, ie: no 8nternet f9nnection at all. The connrcted GPS still worked fine.
Of course i needed a network connection when i got back to sync.
As for WiFi the Blaze v does not have this, amd cam only use BT.
On Android in addition to what @SteveH says, the app also must be running, it does not need to be open, running in the by background is enough.
