It's normal for your tracker to record steps for things you would normally do that are not really steps as moving your hands a lot.
Fitbit trackers have a finely tuned algorithm for step counting. The algorithm is designed to look for intensity and motion patterns that are most indicative of people walking and running. When working at a desk, cooking, or doing other arm movements as in your situation, a tracker on your wrist can pick up some extra steps if it thinks you're walking. Many of these situations—such as working or cooking—do include a few steps in-between stationary periods so the tracker tries to give you credit for those steps. For the vast majority of users, the amount of stray steps accumulated is negligible when compared to the entire day.
However, if you'd like to delete those steps, just go to the Track Exercise tile, tap on the stop watch at the top right corner and make sure you're in the "Log" section. Here search for the "Driving" activity and log it for the time the extra steps appeared so you can take them off.
At the moment, there is no feature to make your tracker to stop counting your steps but I can recommend taking a look at this feature suggestion which is for stopping the tracker from recording activity while driving but could work for the same purpose or if you want, you can create your own feature suggestion for others to vote for it and hopefully for it to be implemented eventually.
