Have had problems with other trackers where they don’t track because there is no arm swing. I walk with a stroller majority of the time. Does the blaze track steps when there is no arm swing?

I'm afraid it's the same with wrist-worn fitbits. Walking with a stroller is notorious for missing steps. See: https://help.fitbit.com/articles/en_US/Help_article/1136/

Could it be placed somewhere else for a more accurate reading when I am walking with a stroller? (Pant belt hole, bra strap,etc)

My blaze tracks my steps when I'm using my snowblower. It records the time under outdoor bike on it's own. I don't know how accurate the count is. So it should give you something.

As mentioned, the Blaze will register your information based on your arm movement. For more information about this you can take a look at the How accurate are Fitbit devices? article. If you want to register information while not having arm movement, you can place your Blaze inside a pocket.
