Are you saying that your husband's has to constantly set it up as a new device?
Do you mean that the tracker stops working and you need to restart it http://help.fitbit.com/?q=restart

Has your husband checked his timezone? If he hasn't, I recommend taking a look at this by doing the following from the Fitbit app:
1. Tap the Account icon in the upper right corner
2. Tap Timezone
3. Checked and edit timezone
4. Sync
