I'm sorry to hear that the heart rate on your Fitbit Blaze is not working and thanks a lot for trying to restart it multiple times. I'd like to help you out!
Have you tried turning the heart rate monitor off and back on from the tracker settings? If not, on the app, tap on the icon of your tracker, scroll down to Heart Rate and here, turn it off, sync it, and then, turn it back on or to Auto and see if that helps.

I'm facing the same problem with my Blaze. After almost two years of nice working, the last month the battery started to work no longer than 7-8 hours; then the app "decided" the best way to save energy is turning off the heart rate and also doing funny things when I select an exercise program, i.e. running: stopping, restarting again, or starting a cycling program. Also, it is no longer connecting with the app in the mobile, that means it is not tracking the route I follow; that one happens in running and cycling.
Every time I try to restart the heart rate, the watch is shouting it down and it is not possible for me to restart it.
On the other hand, the good news is the battery is running longer, up to 3 days. But nothing similar to the up to 7 days duration when the watch was new.
Is there a way it can be fixed? or is the watch "dying" after this two years of use?
