It's strange that the Blaze shows the "17" prefix but don't worry, you are on the latest version and there's nothing to do. Mine shows the same.
You can always check the latest version at http://help.fitbit.com/articles/en_US/Help_article/1372/ and if there is an update your app will tell you.

About the same time it is released to the rest of the world, they don't release it by area or country, thY spoiled defeat the reasoning behind spreading it across the servers.
For now keep an eye on the pinned thread about the uodate.
