My heart monitor flash off and on and sometimes it will not read my heart beat what can I do to get working right?

It's great to welcome you @Newchick3. If your heart rate sensor is not working, I recommend restarting your Blaze by doing the following:

Press and hold the Back and Select buttons (left and bottom right) until you see the Fitbit logo on the screen. This should take less than 10 seconds.
Let go of the buttons.

Also, you can check this post, where our friend @FerdinandFitbit is providing some tip on how wear your Blaze to get an accurate reading.
