If he runs with it and does not have his phone with him ... does that mean he can't see where he has been but only the steps he has made? Do I understand this correctly .. Does he have to have his phone with him with the Bluetooth turned on to see this?

With the Blaze you need to have a smart phone with "Location Services" (i.e. GPS and cell tower triangulation) with you and the two tethered via "Connected GPS". That said, I don't believe the map of where he's been is available until after he completes a run and syncs the tracker and the phone and all of the data is uploaded to the Fitbit cloud.
