I did a 4.1 mile walk and my blaze says 2.75 miles and 6.976 steps. What could be happening?

When it comes to distance, this is measured by your stride length for your daily regular distance recording. This means, when you're not recording any activity in particular. Now, if your stride length is incorrect, most likely, your distance will be wrong. Follow these instructions to measure and set your stride length which should also help with your step count:
To measure your walking stride length:
Your running stride can be calculated the same way if you run instead of walk.
Now, when you're tracking any specific activity, as a walk or a run, go to the Exercise screen on your tracker and select the activity you're about to do. Wait for it to connect with your phone and this way, it will ensure that the distance will be recorded from your GPS on your phone which will make it more accurate. Note that you need to take your phone with you for this.
You can also use MobileRun. For this, on the Fitbit app, tap on the Exercise tile, then at the top right corner tap on the stop watch and be sure you're on the Track tab. Choose if you're doing a walk, a run or a hike and start tracking on your phone. This will make all your activity (steps, calories, floors) to be recorded from your tracker and the distance will be recorded from your phone's GPS.
