This is an issue that came about with the April firmware release. And so it seems, not fixed with the most recent firmware. Before the April update, my Blaze counted steps just fine.

Was it cold outside today? Did you have your hand in your pocket for part of your walk instead of swinging your arm? If so then the variance isn't at all surprising.
