I'm not sure if you're referring to the Fitbit Premium, this should work in all phones, you can learn more about it by checking this article: What should I know about Fitbit Premium?

Regarding notifications working with Galaxy S10+, our team is always testing new devices and adding them to the list. Please keep an eye on it to keep yourself updated.
