I'm thinking about to buy a Fitbit Blaze, however, I'm wondering if you don't have your phone near your blaze does it still count your steps? Then once you're in the range of your phone does it sync with it?

The unit stores up to 7 days of detailed data and about one month of summary data. You do not need the phone nearby. As long as you sync within 7 days you will not lose any information.
The app has a setting to sync automatically (I think about every 15 minutes or so) or to only sync when you open the app. The dongle in an active computer will sync nearby units about every 15 minutes or so as well.
