I just got my blaze today and i am on a dell laptop window 10 (had to upgrade) and I cant seem too keep it synce and after removing and redownloading I keep getting this. Im so confused. I got this as a treat for losing 100 pounds and I was hoping it would help me. Can someone help me with it please?

You will likely be more successful with syncing your tracker using the Fitbit app on a smartphone. There is varying success with being able to sync via computer using Windows 10. I, myself, was never able to do it and use my phone/tablet for syncing. Congratulations on your wonderful achievement to better health!

When setting up your account, did you set the timezone, once it since the clock will be set..
That error is saying that you should add your tracker as a replacemen tracker.

@Claire7234 has it ever synced with your Android?
When you try to Sync through the Android Have you turned off or moved the iPad 30 plus feet away?
Hyou haven'tmentioned your phone model, is it compatable?
Do you get any error messages, or red '!' to tap on? Please let us know them.
Have you tried turning the phone off, then turn on? I say this because it will do the other 6 siggestions in one step.
Have you tried a restart of the tracker?

You can review compatibility here. Also if you are trying to sync with multiple devices please review this article.
