I have two questions. How come when I brush my teeth and stir things on my stove my fit bit blades count steps? Also, when I wear it on my right hand and work out my heart rate never goes above 115 but when I switch it to my left hand during the same workout my heart rate jumps to 160?

It counts steps every time your arm moves in a way that is similar to the movement experienced when stepping. Brushing teeth is a classic example (if you wear it on the hand you brush with).

I can't comment on the left right observation.
