Hi just got a Blaze and after all sorts of restarting the bit, the app, the phone and bluetooth many times, it will not sync to my Samsung galaxy S4. Should it work? TIA

May we start from the beginning @Studrummer123, is your newly purchased Blaze setup yet? Does it have the message www.fitbit.com/setup if so you will need to set it up before it can be synced.
Now if it doesnt have the setup message, it wpuld be helpful to know what device was used to set it up.

I appreciate the efforts in trying to fix this inconvenience and would like to know if you keep having problems syncing your tracker? If your do, I recommend following the instructions provided in the I can't sync my tracker - Android App post.

I should clarify, I cannot 'add a device' while attempting it gives me the error can't connect with bluetooth but they are paired, bluetooth is on etc ?!!

Thanks for the clarification @Studrummer123. If you haven't restart the tracker, I recommend restarting your Blaze and then try the setup procedure one more time from your Android device, but before doing this, please forget the device in your phone's bluetooth settings.
