Great to see you here @Cksevier. Are you talking about the "Do Not Disturb" mode? If you are, there isn't an option to allow this but there's already a request made about this. I recommend checking This Suggestion, vote for it and leave your comment.

Im thinking the same thing.
On the phone there is a silent mode that just turns the speaker off, and the DND mode that turns the phones ability to disturb you.
Most phones do have a setting that will allow calls and messages from people that are set up as priority, during this DNS time.
Turning the speaker to silent or vibration will not affect notifacations being sent.
