From what I know, the correct time is synced to your Blaze when you update your information from the tracker during a sync. Go into your phone's settings and under Date and Time, make sure Automatic Date and Time and Automatic Time Zone are on. I'm guessing that your time zone setting is correct. This overrides the manual settings and uses the time that your provider has.
This should solve that issue. For me, Daylight Savings isin't set to happen until the first Sunday in November. Or for most people.

@Arkd check your location setting, to make sure it is set to the closest place that is in your timezone and does not use DST. This can be done in your personal settings on the web
If it is set correctly, I would contact fitbit, it looks as if they have SAT set for your location
