Spoiler

My Fitbit Charge 5 is only 5 months old and it stopped reading my heartrate, despite the option being turned on.  Does not track sleep either and green light on wrist no longer flashes.

Welcome to the Fitbit community, @radon23!

Sad to hear you're having issues with your Charge 5. As a first attempt to get things fixed I'd suggest restarting it. Before doing so you should make sure you've synced your device to not lose any data tracked so far. Even if you've already tried restarting your device, please give it another try as sometimes this procedure requires more than one attempt. Next please closely follow these instructions as timing is crucial:

1.) Connect your Charge 5 to the charging cable which has to be connected to a reliable power source.
2.) Press the button located on the flat end of the charging cable 3 times within 8 seconds(!), holding each press for about 1 second(!).
3.) Wait around 10 seconds until the Fitbit logo appears on your device's display.

I'll keep my fingers crossed.

Already tried all that with Fitbit tech support.  Didn't solve the issue.

Sad to hear that, @radon23.
Restarting your Charge 5 as I've mentioned might take another attempt to be successful. So please give it another try.

You also should make sure that the power conditions you're using for this procedure are reliable as mentioned here:

Why isn't my Fitbit device's battery charging?

I'll keep my fingers crossed.
