I got my Mother and I both the Charge 5 and mine is working great - will track a walk and count it for exercise, which is nice during off days.
My Mother works at a grocery store and is on her feet moving around for at least 6 hours a day. I know the exercise is tied to the time and heart rate, but if you are walking around, moving things, cutting items, your wrist and feet are moving, so I'd think she'd have more steps and exercises than she does. A couple weeks ago I checked the app and saw the exercises that were being counted was swimming, she hasn't swam for at least a couple years! So I removed swimming from the auto exercise list. When I checked it the other week, no swimming shows up, but not much else does, either.
It's been restarted, both watch and phone. Both are up to date and are syncing with no issues.
Is there something I can try? I'm about at the point to call and open a ticket.

With auto-recognize it usually takes about 10 - 15 minutes of sustained movement to kick in, and that might be why it's not showing as exercise for your Mother, she might not be getting her heart rate up that high whilst she's doing it either. I'm guessing she's moving a lot but in fits and starts rather than continually, and that could be the root of the problem. The steps should be being counted though...
One option is to physically add an Exercise after the fact. If you go to the Exercise tile in the App on your phone, there's a stopwatch icon in the top right hand corner. If you tap that, you can log an exercise and put a Start time and duration for it. Another option might be starting an Exercise from the Charge 5 itself, for example, Walk or Workout. That might impact the battery though, so the App way might be easier.

Hello and thanks for the reply. We can enter exercises manually with no issues, we've done this when we go kayaking in the summer and she did it before on a non-connected spin bike.
She was just up here and I looked a bit closer. She's got crazy zone minutes - 72 and 195 on a couple days, with it listed as intense and moderate activities, but no exercises checked off! For my watch, when I get zone minutes, it nearly always shows up under exercise. I even dropped her activity minutes down to 10 minutes, just to see if we could capture some times. And her steps are crazy low, some days she's working it'sonly 5K, 6K, 10K.
I feel like I'm missing something, but when I go in settings, they are nearly the same as mine. I haven't changed too many of the defaults, as we were happy with where they were set.
