Can Charge 5 be SAFELY used in water either locked or uocked?

Yes it can. The water lock just disables some of the sensors that Fitbit says don't work well in the water.
Either way, the device is supposed to be water resistant to a depth of about 50 meters
If you select the swim mode, it will automatically turn on the water lock.

Although the Charge 5 is water-resistant to 50 meters, I have seen that sea water (salt water) tends to damage many electronic devices, so it's always recommended that you follow the steps listed in the Wear & Care guide, and to dry the watch before wearing it.
Keep in mind that these devices are more designed to be worn at a pool, river or lake, so I wouldn't recommend to use in salt water for a prolonged period of time. You can find all the information in this article.
Nevertheless, if your device got wet, it’s important to take it off and dry it well before putting it back on. On the other hand, if your device has come into contact with any liquid other than fresh water, you should clean it with fresh water and a soap-free cleanser and dry it with a lint free-cloth.
