I have tried the steps on other threads. I can't seem to locate track exercise and all.
I have logout my account, uninstall and reinstall.
Still cannot locate the voice cue.
Please help.

I hope I'm understanding your question correctly.
To track an exercise, swipe to the left to get to the Exercise tile.
The Charge 5 doesn't have a speaker or a mike, so it doesn't have the ability to send or receive voice cues. All the notifications are vibration only.

Sad to hear that you're having issues with the Fitbit app on your phone.
If you're still using your Samsung Z 4, please make sure that you've installed all the latest updates for your phone's OS and that you're using the latest version of the Fitbit app which should be 4.03 or 4.04 right now.
