HI,
I noticed this morning that my Fitbit Charge 5 is no longer tracking my heart rate and the lights below it are not turning on. I bought it about a month ago, so I'm really annoyed, I have searched the internet and many have had this problem, I am writing to ask you what can I do.

Sad to hear that you're Charge 5 isn't working as expected. Please try restarting your device closely following these instructions:
1.) Connect your Charge 5 to the charging cable which has to be connected to a power source.
2.) Press the button located on the USB plug of the charger 3 times within 8 seconds(!), holding each press for about 1 second(!).
3.) Wait around 10 seconds until the Fitbit logo appears.

I’ve been having a similar — at least once a month, perhaps as often as once a week, my charge 5 stops showing the heart rate. I can’t find any reason why — I don’t engage in any particularly vigorous physical activity (last night it stopped recording the heart beat while I was sleeping). The restart device function under settings always gets it working. I tried the more aggressive restart (push the button on the charger cable usb connector three times) and that did nothing — the Fitbit may have buzzed a little on each push and the screen went dark briefly, but immediately the charging status display came back — no logo, nothing like what happens with the settings/restart function. Any bright ideas?

To restart your device by pressing the button on the USB plug three times requires precise timing and sometimes just works on second or third attempt. Therefore please try it again closely following the instructions I've provided above.
I'll keep my fingers crossed.
