Charge 5 won't hold a charge and it won't pair

My Charge 5 appears to not hold a charge.  Several times, I have left it charging for an hour or more and waited till the power was between 35% and 99%.  The power never got to 100% and when I disconnect the Fitbit from the charger, the screen goes blank and will not come on.  When I reconnect the Fitbit says it is at 1% charge again.  Some times I have to do a reset by pushing the button on the charger 3 times to get the Fitbit to activate at all.  Every time I reset it or remove it from the charger, the charge seems to go back to 1%.

I have tried the troubleshooting steps in the following help topic posts.

The problem start abruptly in the middle of the day a few days ago while I was out mowing the lawn.  Some time while I was outside, the Fitbit stopped syncing and looks like it went from 50% charge at last sync to dead and not responding.
