I was led to believe that the Charge 5 I just received provided instant notifications on it when it sensed heart rate above or below a set target heart rate. But now I don't see that in the settings. Will the Charge 5 do this or not?

Charge 5 alerts your if you heart rate is above or below given limits you can set while measuring your resting heart rate, as this is a good indicator for your fitness level and overall cardiovascular health.

Mine sent me a notification one day saying my heart rate was low. I didn’t even know it did this.

Thanks for the replies but they did not help. My Charge 5 is NOT notifying me when my heart rate exceeds the upper limit I set.
In my Fitbit app “Custom Max Heart Rate “ settings I have “Custom Max Heart Rate” enabled and “Max Heart Rate” is set to 120 bpm. (“Custom Zone” is disabled.) In “High Heart Rate” settings I also have “High heart rate notification” enabled, “Custom” enabled, and “Threshold” set to 120 bpm. Yet the Fitbit fails to notify me when bpm exceeds 120.
Does anyone know why the Fitbit fails to notify me when my heart rate exceeds 120?

As I've mentioned above, Charge 5 alerts your if you heart rate is above or below given limits you can set while measuring your resting heart rate.
To get deeper into this, please have a closer look at the link I've provided, especially under "What are heart-rate notifications?" and "What's resting heart rate?".
Charge 5 can also notify you if you're entering a different heart rate zone while exercising. For more details on that please check "What are heart-rate zones?" following the link I've provided above.

As Talahthas mentioned, the Charge 5 sends notifications for High/Low heart rate when measuring resting heart rate. To help clarify, this means you get an alert if your heart rate is above the High or below Low set points when your Charge 5 detects you've been inactive for at least 10 minutes (e.g., sitting for extended periods). You won't be notified if your heart rate exceeds the High/Low set points while you're moving around or exercising.
