Trying to do ECG on Charge 5 when I tap to start get message to set up on phone but have already done this and to turn on Fitbit app notificition permissions any ideas?

I've seen that other users have reported this same issue you described. The team is already aware of this problem but may not be able to provide a fix in the immediate future. They will continue to monitor the situation, and keep the team informed of the impact to you and other customers.
In the meantime, it is recommended to try restarting the device using the charging cable and restart the ECG app as well.
