Fitbit sent me a replacement C5 because of stopwatch bug and replacement still has the bug

It has been reported and discussed here previously:

When the always on display is dimmed, the stopwatch stops ticking.  It is only when you wake the screen that the stopwatch catches up with itself.

I really am not sure why Fitbit sent me a replacement if this behaviour is standard?

Hi @SunsetRunner.

I agree that this sounds like normal behaviour. I believe in order to save battery life, the always on display has a refresh rate of once per minute. This is why it looks like the image is frozen until it refreshes (each minute).

It's strange the support sent you a replacement, perhaps there was a misunderstanding (their end) as to what the issue actually was.
