Heartrate Charge 5 seems way to high

HI! I just bought a Charge 5, but it seems to measure my heartrate incorrectly. I am sitting behind my desk and when I check my pulse in my neck, its around 60-65 bpm. It does not deviate from that much. However my Fitbit goes from 80 -110 and then back in seconds. I did do a soft reset. 

As well, during my first workout this weekend with the Fitbit, it showed a heartrate of 187 when jogging slowly (and being able to talk still). Anyone else having this issue?
