New version seems to have moved my steps from top of dashboard to part way down the list. Other answers on the forums say to edit on today and then drag icons. Doesn’t work for me. Thoughts on how I can switch this dashboard display?

Hello & welcome @Usrklw
It does take a bit to understand how to make changes in the new app.
To make changes to the "Focus" section:
You should now see the metrics on your Today page the way & order you selected them. Like the old version, when you tap on a metric in the Focus section, it will open to the corresponding page as does tapping on each metric below the Focus section.
If you have specific stats that you prefer to track, the Custom preset may be the best choice for you.
You might find this page helpful since it includes graphics: How to get the most from the updated Fitbit app
