Losing majority of steps due to tracker overriding phone, is it possible to set priority?

I'm an IT worker who gets the majority of their steps using an under-desk treadmill. 

This presents an issue since my wrist-worn tracker does not detect most of these steps because I'm typing, not swinging my arms freely. 

However, my phone, which is in my pocket, tracks the steps just fine. If I check the app, I see a reasonable total of steps. But if I then allow the app to sync with the tracker, virtually all of the steps disappear, because the tracker always overrides what the phone picks up.

Is there some way to adjust this behavior, or tell the app to just accept whichever total is higher?

As it stands, I have to take the tracker off and put it in my pocket, which means I don't get heart rate information, zone minutes, etc., which is annoying. Also, constantly removing the Fitbit is wearing out the Velcro on the Fitbit-branded cloth strap I bought, which has already required it to be replaced under warranty once.
