I pressed on the clock face to shift to another image, but when the clock face was half off the face of the fitbit it stopped moving and now only shows have the clock face and won't let me move it one way or the other.

Sad to hear that your Charge 5 isn't working as expected. As a first step to get this issue fixed, I'd suggest restarting your device following these instructions:
1.) Connect your Charge 5 to the charging cable which has to be connected to a power source.
2.) Press the button located on the USB plug of the charger 3 times within 8 seconds, holding each press for about 1 second(!).
3.) Wait 10 seconds or until the Fitbit logo appears.
I'll keep my fingers crossed.

I might not have done it correclty, but it doesn't seem to have had an effect.

Sometimes it really helps to repeat that procedure. So, please give it another try.
If this absolutely won't work for you, please try to install another clock face from the Fitbit app. To do so, first tap on your profile picture in the upper left corner of your Fitbit app's Today page. Next tap on Gallery, then choose the Clocks tab. Then tap on a different clock face than the one you're currently using to select it. Tap Install to transfer this clock face to your Charge 5. Make sure that your Charge 5 and your phone are withing Bluetooth reach until transfer is completed.
