My phone died last night and this morning there is no data for my sleep last night.  Does the phone need to be on and charged for the data to record?

No, but it does have to sync.  Maybe you need to give it more time.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
