What time of day does the ‘new Night’
start for tracking sleep? 6:00 pm? 8:00 pm?

That's a very interesting question.
I'm not sure there's a specific time that Fitbit considers as the start of a "new Night" for sleep tracking. Perhaps someone else will chime in with a better insight.
Did you have an issue where your sleep wasn't properly tracked as a new Night due to the time you went to sleep?

Thanks for letting me know about this question in regards to your sleep tracking using your Charge 5.
When your body is completely at rest and you haven’t moved for about an hour, your device records that you’re asleep, it is not about the time but when the Charge 5 detects it.
Now, in regards to 'New night', the night will most likely be started between 6:00 or 7:00 pm.
