Why does Fitbit irregular heart rhythm notifications overlap data?

The data comes through in segments that are about 2-3 minutes but the data continues into the next segment so you get duplicate entries that can and does make the High & Low readings incorrect because it is listed in the next segment as a series of duplicates.

Why doesn't the segment finish before the next segments starts?
