App steps per hour do not match histogram in app (or watch)

I believe there's a bug in the Fitbit app. On my watch, I often meet the 250 steps per hour goal for every hour I have set it. However, I often miss the goals on my app as if some steps disappeared. I first thought it had to do with synchronization, but the total number of steps on my watch and in the app are exactly the same. Then I had a look at the histogram in the app which shows exactly how many steps per hour I take. See the example from yesterday:

In the histogram (I can float over it, for some reason I'm not allowed to post the image): 108 at midnight, then a bunch of 0 (sleep), then 336, 419, 271, 709, 519, 618, 1561, 1294, 283, 354, 867, 830, 62, 174, 1582

Add them all up: 9987. Where did the remaining 134 steps go?

Yesterday's data is the same. I apparently missed one hour (in the app, not on my watch). Total stepcount of 10334 is the same on my watch as in the app, but the histogram shows:

33, 0, 0, 0, 0, 0, 0, 13, 1706, 691, 565, 214, 1359, 295, 523, 611, 647, 383, 740, 478, 178, 345, 435, 196 which adds up to 9412.

Almost a thousand steps difference. Where did these steps go? And as you can see, the 214 is the hour I missed my stepcount, but my watch confirms that I did more than 250 steps that hour. What's going on Fitbit?
