I find it ridiculous that Sleeping Heart Rate is not reported without a paid subscription. It should be a standard feature in Sleep Tracking,,,you know like every other brand does!

The graphics provided in the announcement for the redesigned Sleep section (<-- click link) shows the sleeping heart rate. These appear to be the graphics for a basic Fitbit account.
I don't believe the Premium subscription is required to see the sleeping heart rate data.

Sleeping heart rate is missing on my Fitbit Charge 6, too. I have a regular plan. All other sleep data shows up. I've read several reports of this on the support blog and find out rediculous that support gives users the run around and doors not come out with a straight answer. You have a bug. Just fix it. The issue is with the apps. I have an up to date Android App.

Hello @DanFrankel and welcome to the Community. I can confirm that Premium is required to see your sleeping heart rate. That screenshot in the linked Blog article shows two other features that require Premium, the Sleep Profile and the Snoring & Noise report. Snore & Noise detection is only available on the Sense and Versa 3 and isn't available on the Charge 6.
I think it is misleading that the top image is from a regular account, but others are from the Premium view.

It should be available on all devices, I have emailed Fitbit asking them to add it.

Users have been asking for this for a long time and an older thread is marked Not Currently Planned. Fitbit recently made the Readiness Score free to all. I think you start a new request in the Product Feedback Forum. You and other users might get Google to change their minds.
