I am trying to set up Fitbit for my 13 year old, who has been given a Charge 6. I've downloaded the app, but when trying to login to fitbit with her gmail, I get the error message above.
Weirdly, I downloaded the app a couple of days ago (when my child was still 12) and she could log in to the app with her gmail. When I tried to add a device, it only gave me the kid watch options. So I waited until she was 13 and still could not add the Charge 6, so I uninstalled the fitbit app and downloaded again. Now can't get in at all.

Have you switched your 13 year old to an adult account? Did your child get a notification that their account can be switched?

When your child reaches the minimum age required in your country, they can upgrade their account in the Fitbit app. Your child can choose to upgrade at any time, or to keep their child account. Their previous Fitbit data is automatically transferred to the new account.
A notification will appear in the Fitbit app and you'll receive an email message when your child can upgrade to a standard account.

To add to @Rich_Laue 's reply, if your child is a supervised account in Family Link, you will need to remove your child from Family Link in order to set up the Charge 6.
Some parents have been able to add their child back as a supervised account after setting up their adult Fitbit device. If this is what you want to do, allow a couple of days after you get the Charge 6 set up for your child before adding them back as a supervised account. Just to let you know, not all parents have been successful in getting their child back as a supervised account after setting up an adult Fitbit device.
