Thanks for your research, as well as the screenshot provided. Before anything else, I'd like to clarify with you that the Stress Management Score is a separated feature which doesn't depend on a location or subscription. If you'd like to learn more about this, see this help article.
On the other hand, the ECG app is restricted by location as it requires an approval for its usage. With this in mind, I just double checked and I confirm that this feature is available for your Charge 6 in Taiwan. I understand this isn't your case and I'd recommend checking if all your profile's information is correct. Also, make sure the Fitbit app is updated, reboot your phone and try installing the ECG app, as well as taking a reading one more time.

I had done everything...but still not work.
The only way is through VPN.
But when I disconnect the VPN ,the ECG uninstall automatic. 😭

It has been some time since your initial post, so I wanted to check in and see if you were able to successfully install the ECG app on your Charge 6 without the use of a VPN connection. If you haven't been able to install it, are you still encountering the same error message?
