Food Plans with a weight gain goal

Will Fitbit allow you to set a food plan with the intention of gaining weight or will I have to switch to a competitor who provides this feature?

You can set a weight-gain goal. See: https://help.fitbit.com/articles/en_US/Help_article/1784/

I've got the weight set to gain, however in regards to calorie intake, it limits it for losing or maintaing weight. My calorie limit is set to 1,900... when I want to make it higher at 2,500 - 3,000.

Fitbit directly says

"Your food plan is set to maintain your weight.

We currently do not support Food Plans with a weight gain goal."

This is not an area that I'm very familiar with but I wonder if the problem relates to the fact that fitbit allows you to set calorie targets two ways. If you don't log food then you can just set a target for calorie burn. If you do log food though this target setting becomes redundant as the food plan takes over and the only goal you specify is the target deficit.

It sounds to me that you may be mixing the 2 approaches.
