Can't get Ace LTE setup for child

Can someone point me to a step by step how to setup a fitbit ace lte for my child.  I tried calling support, but after hours they literally had zero trouble shooting steps available, they say wait 3 days for an email from them or call back back if not email received in 3 days.

I set up family link, dedicated a phone to set up a child account, but still get the same error message. s024.

I have created 4 new email accounts, all required me to start a new monthly contract for each. Same error each time.  Support said that they will refund me on each, but doubtful.

95% of google results say it is best to return the device as it doesn't work after a google/fit merger issue.

Does this really not work?

I added one 6 months ago and added a new one at Christmas with no issues.  So you are setting up a new child account right?  Is the email that you are setting up added to your Google Family Account?  What step are you on?
