I am also waiting for higher tier support. I figured this out while waiting. When u get to the recovery mode screen and see "no commands" do this: press the top button and swipe up on the screen at the same time. This brings up a menu with the wipe/reset option.

I am in the same situation. The reset instructions does not work. My child forgot the pin and I am trying to do a factory reset. The instructions I am following are at the bottom of my post.

I am in step 4, but after I entered recovery mode the screen just says "No Command" and there are no other menu or choices. Eventually the watch just reboots back to lock screen.

Instructions:

Copying here:

Perform a factory reset on your watch with a lock screen
If you’re presented with a lock screen and have forgotten the PIN code, hold down both side buttons for approximately 16 seconds. Ignore any screens that come up.
Once you feel the watch vibrate, release buttons and immediately hold down the bottom button.
The watch will enter the Fastboot options menu.
Use the bottom button to navigate to Recovery mode, then use the top button to make the selection.
Use the bottom button to navigate to Wipe data/factory/reset, then use the top button to make the selection.
Use the bottom button to navigate to Factory data reset, then use the top button to make the selection.
Use the top button to select Reboot system now.

same, was able to reboot yesterday but also just stuck in a loop, can't get to the Wipe option. I chatted with Google support and they told me to try all the things I had already done, then escalated a case to a higher tier of support, but haven't heard anything yet. will post here if they do provide a solution though.
