I had to do a factory reset because of the issue with IOS draining battery. Now I don’t have my paid for clock faces. How do I restore those? Thanks!

Yes, simply reload the clock face. When asked to purchase, go to the site to purchase, enter code, use the already paid for option and enter your email.
Go here and enter your email address to see a list of your purchases, both faces and apps.
I've also moved this thread to the Fitbit App Galary.

I think all you have to do is re-pick the clock face. I had the same issue with my paid weather app.
