What is the deciding criteria for an app to be a "Staff Picked"? Or do I have to nominate myself? 

I know that my app has a lot of potential to be used by a lot of people as it solves a basic problem that most of us face. I am just looking for ways to publicize my app so that many users can download and use it. How do I do that?
