I'm 100% sure you're not referring to Fitbit Studio that is 100% free 

 

You're very likely referring to FitFace.xyz that is a third party developer tool and not official Fitbit developing studio.

Fitbit Studio, the official one, reachable at studio.fitbit.com is much more powerful although a little bit more complex to use due to lack of graphical editor.
