What are the red word balloons Screen Shot 2014-01-09 at 12.47.14 PM.png next to topics and posts? There are 2 types:

Screen Shot 2014-01-09 at 12.53.17 PM.png and Screen Shot 2014-01-09 at 12.47.14 PM.png.

 

And is there a key to the icons used in this forum?

If you hover your mouse over it you will see a pop-up text box that states "Hot topic with new content" for the red balloon.  Not sure what the other one means (with the arrow).

It means an "active" topic (though I've not seen a definition of what that means).  I think with the arrow, it's one you commented in.
