I have been looking for a way to join premium but I don’t have this option in my app.

 

I go to discovery but I can only join coach but premium is not an option.

 

Is premium available for all countries?

It's certainly not available in all countries but I cannot find a list anywhere that shows where it is available. The posts I've seen seem to just suggest that where it is available you can subscribe to it, where it is not you will be offered a subscription to Coach instead.
