If the numbers are 1 bpm off then it is due to a known difference in the plotting of the values on the two systems.
The Web Dashboard uses 5/4 rounding while the phone app (at least the iOS version) uses integer values. So, an average resting heart rate of 64.6 will display as 65 on the web and 64 on the app.
The true value, 64.6 will be plotted on the chart. You can see where two "equal" values will plot just a bit differently.
