I'm using an acer chromebook and have the dongle plugged in, but it wont sync. I am on the dashbord website there is no way to manually sync.

I'm afraid fitbits do not work with chromebooks. You can't sync via the web dashboard on any device and the software required to sync isn't available for chromebooks. There's a feature request to add support for these here https://community.fitbit.com/t5/Feature-Suggestions/Add-Chromebook-as-a-supported-device/idi-p/43669... if you'd like to vote for it.
In the meantime do you have a compatible phone you could use? The list of supported devices is at www.fitbit.com/devices

I tried resetting my fitbit 3 time in a row on my phone. I t still does not give me my sleep data. It went from giving me scores and rem, light, and deep sleep to nothing.

My Chromebook is currently charging my Fitbit and I am amazed, but if I pick it up it stops charging and only continues when on a flat surface like a table
