Flex 2 is not charging and not vibrating during charge

Hi, I had received the new flex 2 as a replacement from fitbit. However, the flex 2 did not charge after hours. It is still at 0%. The device also did not vibrate when I plug it into the charging cable. Does no vibration indicates that it is not charging?
